MERP Headquarters
The Marijuana
Re-Legalization Policy Project
(MRPP) ~ "MERP"
The 1st "Cannabis Peace
Initiative" for 2012:
January 24th, 2011
by Bruce W. Cain
To all those throughout the planet that
believe in our inalienable right to both cultivate and
consume Cannabis (e.g., Marijuana) without any form of
taxation, regulation or government control. Since the
establishment of NORML in 1970 we have been deceived by the
lie that incremental change would somehow lead to the form
of legalization I have just described. In the decades
that followed groups like Drug Policy Alliance (DPA) and the
Marijuana Policy Project (MPP) also kept telling the same
lie, which explains their support for Prop19 in 2010.
So 41 years after NORML, came on the
scene, we are supposed to accept a new form of Cannabis
Prohibition whereby the very same government, that has been
arresting nearly a million of us each year, will now be
allowed to monopolize and control the cultivation and
distribution of this secularly sacred plant. Under
such a model we will be forced to pay upwards of $350 an
ounce but would be prohibited from growing it ourselves:
something we could provide for ourselves for as little as
dollars an ounce in our gardens or a mere $30 an ounce under
High Intensity Discharge lamps.
When I first met Jack Herer in the
spring of 1989 it was clear that we had the same vision when
it came to Marijuana (e.g., Cannabis). We both
believed that for this plant to be most effectively utilized
-- for it's Agricultural, Industrial, Medicinal and
Recreational Uses -- it was crucial that it never fall under
the control of corporate monopolies. Before Jack
passed away in the Spring of 2010 he wanted to get CCHH on
the California Ballot. This was far superior to Prop19
as it would have allowed each adult to grow as many as 99
flowering plants. It was a perfect state model to
supersede the Medical Marijuana Initiatives that began with
Prop215 in November of 1996.
During the debate over Prop19 a number of
attorneys admitted that the Federal Law could still prevail
even if Prop19 had passed. The only way to take away
Federal Control of Cannabis is to take it (.g., Marijuana)
completely off of the Controlled Substances Act of 1970.
Bruce Cain's MERP Model does exactly that.
In 2009 we finally achieved a majority of
Americans who now believe Marijuana should be completely
Re-Legalized, and not just for medical purposes. And
every year this majority is expected to grow by at least
another percent. The point is that if we are a nation
of "We the People" then Obama and Congress must immediately
bow to the will of the American People. And to put it
bluntly, Obama is full of it. Marijuana will grow the
economy a whole lot better than anything he has attempted
during his first two years in office.
I have always believed that the only way
to resolve this is through a national or international
effort. And that is why I am asking a lot of all those
that support the immediate and complete Re-Legalization of
Cannabis. But this first task, that I ask of you, is
really quite simple.
I want you to do a couple of simple
things really.
(1) Copy the "MERP/CCHH" graphic, at the
top of the page, and share it through you FaceBook, MySpace.
Post it on your websites or wherever you think it might get
the most exposure.
(2)
a full page version of the "MERP/CCHH" flyer will pop up.
Save it. Print it (preferably in color). Distribute it
to friends who might hopefully do the same. Post in on
bulletan boards, at bars. Again, anywhere you think it
might get some exposure.
Let 2011 be the year we tell Obama "we're
going to get the change" that "We the American People"
believe in. And for starters let's Re-Legalize
Marijuana by passing MERP Nationally and CCHH in California
and other states. And really, if MERP passes before
November 2012, CCHH may not even be necessary. On the
other hand CCHH has much more likelihood of passing before
full implementation of the MERP Model. So let's show
Obama that we can multi-task and put our efforts behind both
projects.
Just a day ago I was urging all true
Re-Legalization Activists within driving distance of Berkely
CA to attend the California NORML Conference on 01/29/2011.
I believe it is $30 to attend and free to protest outside of
the event from 9 AM to 5 PM. But it turns out
that there are no more tickets, so unless you would like to
picket outside you probably won't get in unless you already
have a ticket. Fortunately Mike Jolson, a proponent of
CCHH, will be making a presentation at the conference.
I thought this would be a great place to
start our "Cannabis Peace Initiative" after taking a break
after our group soundly defeated Prop19. But since
this appears to be covered let's see what else we can do.
Basically what we need to do is get the word out that MERP
and CCHH are the real and final solutions to Marijuana
Prohibition. So let's move on to the second phase.
Next time you go to a hemp fest, a hemp
expo, or community gathering just print up some of those
flyers and pass 'em out. Get the word out.
And also take the additional step that I outline at the end
of this article. If nothing else take a minute to sign
the petition.
It has been been a good few months since
we defeated Prop19 and now it is time to make clear that the
only initiatives that the millions and millions of
Re-Legalization Supporters will support are MERP and CCHH.
We are not going to accept any form of taxation, regulation
or control by government or corporations when it comes to a
plant as secularly sacred as Cannabis. We will no
longer support groups like NORML that have done nothing of
much significance in the last 41 years other than keep
Marijuana Illegal and profitable for their attorneys who
feast on the nearly 800,000 Cannabis Consumers that are
getting busted annually for no good reason.
We are not you "red headed step
children." Do you understand?
Send a Polite but Firm Message to
California NORML on 01/29/2011 in Berkeley California:
"CCHH, MERP and
Nothing Else Moving Forward."
I am urging all true Re-Legalization
Activists to emphasize the following message to California NORML
on Saturday, January 29th, 2011:
"Because Marijuana (e.g., Cannabis, Hemp,
Ganja etc.) IS safer than Beer . . . how about we start
Treating it that way? At minimum this would mean that
adult self cultivation, of at least 99 female plants, would
no longer be subject to taxation, regulation or any other
form of corporate government control. And any
initiative that falls below that requirement is going to be
rejected, just as we succeeded in convincing the citizenry
to reject Oaksterdam's Prop19 in 2010."
You are also welcome to copy and repost
the following flier where ever you think it might do some
good: weather that be your FaceBook Page, your Website or
you just want to send it to your friends as an email
attachment. The point is, let us start exploiting the
Internet for all it is worth in 2011.
Here is a link that will provide all the
details you will need to properly attend the event:
Cal NORML State Conference Jan 29th in
Berkeley
Register now for our upcoming conference on the future of
marijuana reform in California on Saturday Jan 29th at the
David Brower Center in Berkeley.
This "one day" event runs from 9 AM to 5
PM so even if you are not attending we urge you to picket
outside of the event and to film the questioning of
the usual "tax and regulate suspects."
Why they are so
intent on monopolizing the cultivation of Marijuana by
adults? Just to make themselves rich, at our expense?
All we are really asking for is the inalienable right to
"self cultivate" with the assurance that are homes will
no longer be invaded by Police Instigating Grass Stings.
Like this one in Utah where another
innocent civilian is murdered by the Police merely for
having a small amount of Marijuana.
Because only when all adults can grow their own, unfettered
by delusions of Witchcraft from the DEA, is this going to
stop. And that means nothing short of "untaxed,
unregulated, uncontrolled" adult cultivation is going to put
a stop to this.
Since our group played a significant role
in the defeat of Prop19, in 2010, it is certain that these
"sellouts" would just like us to simply go away. But
we cannot, in good conscience, allow that to happen.
The true Re-Legalization Movement began with the
intellectual hippies of the late 60's (the Beatles, Carl
Sagan, Aldous Huxely and millions of others throughout the
planet). Groups like NORML, MPP and DPA have long
ignored us. But we were here even before the inception
of NORML in 1970. And we will be here until our goal
is fully realized:
"The inalienable right for adults to
self cultivate and consume heirloom varieties of Cannabis
without ANY forms of government taxation, regulation or
control."
This "keystone" requirement is at both
the heart of Jack Herer's CCHH as well as Bruce Cain's MERP
Model. CCHH is a perfect model to be emulated in
states that allow public initiatives: such as the 14 states
that have already passed Medical Marijuana Initiatives.
MERP is important on the National and International levels
as one of its requirements is to remove any real or imagined
federal or international controls on the consumption or
cultivation of Cannabis.
Since we established a rising majority,
favoring complete Re-Legalization, in early 2009, we see no
reason to compromise any longer. We will no longer
being treated like 4th class citizens any longer.
Furthermore the activist community is beginning to
understand the selfish globalist agenda that is tied to the
taxation, regulation and control of this secularly sacred
plant.
This (above) is the message we hope to
send on January 29th to California NORML and to chapters
throughout the planet.
In the next day or two I will be
publishing an article laying out the strategy for
implementing both MERP and CCHH within a timeframe of no
more than 2 years. I will also be posting a link to a
*.pdf flier that we would incourage activists to copy and
distribute at the Californian NORML Marijuana Conference on
January 29th, 2011.
In the meantime I urge you to:
(1) Familiarize yourself with the concept
of the MERP Model for the Immediate Re-Legalization of
Marijuana.
(2) Review the CCHH initiative, authored
by Jack Herer.
With the help of Mike Jolson we are hoping to
pass CCHH in November of 2012 for California and possibly
using it as a model for other states as well. We feel
this is an acceptable model that will provide broad relief
to Cannabis consumers and cultivators until MERP is
implemented nationwide:
Demand the
President Obama Implement the Immediate Legalization of untaxed, unregulated
"Marijuana Self Cultivation" through a Special "Joint"
Session of Congress
Jack Herer and Bruce Cain at the "Earth Community House"
in Detroit, Michigan. Photo taken in the early 1990's.
Should MERP be implemented Marijuana will
be Re-Legalized Nationwide and it may not even be necessary
to pass CCHH. As unlikely as this might be I only hope
it energizes our base to the possibility that Marijuana
Re-Legalization could take hold, even before November 2012,
if we can only get millions to sign the above petition.
Please feel free to Navigate through "MERP Headquarters"
below
to access the numerous articles and videos discussing
the advantages of implementing untaxed "self
cultivation" of Marijuana for everyone.
Actually many of the videos, that I have produced about
the advantages of the MERP Model can actually be viewed
from the following playlist. Just click a video
and click play.
By
focusing on taking the profit out of the Illicit Market
the MERP Model, for Marijuana Re-Legalization, has
inherent advantages of all models that focus on
"taxation and regulation."
By
accessing the articles and videos you will understand
all aspects of the MERP Model. Essentially
MERP achieves many unique advantages, over other
Legalization Models, by insuring a
"free market" environment. And this is naturally
achieved by simply allowing adults, over the age of 18,
to grow all of the Marijuana that they would like
without any form of limitation, taxation or regulation.
Take
some time to understand why the MERP model is preferable
to all other Tax and Regulate Models by watching the
videos and reading the many articles below. They
are in chronological order. MERP is
consistent with Jack Herer's vision of how Hemp might
just help save the planet.
Urge
your friends, your brothers, your sisters, your parents
and grandparents to click on the petition link (above)
and demand that Obama Re-Legalize Marijuana Now!
"Yes You Will" Obama. Or else Bruce Cain
challenges you to a public debate on the issue of
Marijuana Re-Legalization. Can Obama really stand
up to this challenge?
Demand that Obama
Implement MERP immediately as a matter of National
Security. This is the only policy that is
guaranteed to destroy the Mexican Drug Cartels
immediately and without another dime of American "Blood
or Treasure" wasted on this senseless War on Marijuana
Consumers. It might just transform the US Economy.

Each article is
viewable in over 40 languages using the language widget towards
the upper right on most pages. Articles are largely in
chronological order. I now syndicate my articles to
the online newspaper, the Examiner. For those that
want to comment on my articles you can click on the "X" in
the right column and go to the "Examiner" version where you
are more than welcome to comment. It is also a cheap
method to raise money for MERP since I get paid by the
number of times each "Examiner" version of the article is
read.
The
MERP Activists Corner The primary purpose of this series of links is to provide
tools and strategies for promoting and implementing the MERP
Model World Wide
For those that want to discuss aspects of
MERP, CCHH or to post upcoming Re-Legalization events I have set up the
following discussion web. Just send an email to the following
address and we will add you within the next day.:
Please send the link to

The translation bar should allow
this to be read in any language. The 5-Point Strategy for
Marijuana Re-Legalization should be easy to implement in any country
throughout the planet. I encourage all groups celebrating the
Global Marijuana March to make the immediate implementation of the MERP
Model a primary focus of the event.

Call President Obama and your Representatives and demand:
(1) Immediate clemency for Marc Emery and
(2) Immediate implementation of the MERP Model through an Emergency
